Florida Man LOSES U.S. Citizenship After $3.8M COVID Fraud — A federal judge in Florida has revoked the U.S. citizenship of a Haitian-born individual, Geoff Stain-Wroy Philosant (25, Fort Lauderdale, Florida). The Department of Justice announced this decision on Tuesday. Judge Rodney Smith issued this order because Philosant had provided false information to immigration officials to obtain citizenship and had defrauded COVID-19 relief programs of several million dollars.

In the United States, citizenship is considered a great honor and privilege. According to U.S. Attorney for the Southern District of Florida, Jason A. Redding Quinones: “United States citizenship is one of the greatest privileges our country bestows, and it must be earned honestly. This defendant paved his path to citizenship by making false statements and stole millions of dollars from programs designed to save small businesses during the pandemic. This court order establishes accountability and reinforces a simple principle: if you lie to obtain immigration benefits and commit federal crimes, you will lose what you have illegally obtained.”

The Full Fraud Case

According to federal prosecutors, Philosant orchestrated a fraudulent scheme between April 2020 and May 2021. He obtained COVID-19 relief funds using companies he owned or controlled, and also prepared fraudulent loan applications for others in exchange for commissions. These fraudulent applications contained false information regarding revenue and payroll.

In total, Philosant and his associates submitted 40 fraudulent loan applications, resulting in the receipt of approximately $3.8 million. According to investigators, Philosant personally received approximately $549,000 through loan funds and kickbacks.

According to federal officials, Philosant applied for U.S. citizenship in February 2020—that is, before the fraudulent scheme began. However, during a sworn naturalization interview conducted on December 15, 2020, he concealed his involvement in this scheme and falsely claimed that he had not committed any crimes nor provided any false information to obtain public benefits. Despite this, he was granted U.S. citizenship on February 9, 2021.

On September 8, 2022, Philosant was charged with conspiracy to commit wire fraud, two counts of conspiracy to commit monetary fraud, and the unlawful procurement of citizenship. He pleaded guilty to the conspiracy charges, and a jury found that he had unlawfully obtained his citizenship.

On June 26, 2023, Philosant was sentenced to more than 12 years in federal prison. Subsequently, on February 23, acting upon a petition by the U.S. Attorney’s Office, a federal court ordered the revocation of his citizenship, thereby finalizing the government’s process of rescinding citizenship obtained through fraud.
